Number of Complaints During the Summer Draft: Human Rights Defender

The Office of the Human Rights Defender of Armenia reported that during the summer draft of 2025, a total of 123 written and verbal complaints were received from draftees, their relatives, and lawyers. Out of these, 41 complaints were addressed through written procedures, 12 were responded to rapidly, and consultations were provided to 70 citizens regarding the resolution of their inquiries.

Most complaints during the 2025 summer draft were related to disagreements with the conclusions of medical commissions and their appeals, as well as undergoing double and verification examinations. Additionally, citizens contacted the Defender regarding deferment from the draft based on significant achievements in education, science, and sports, transitioning to alternative service, obtaining medical documents, and other matters.

The Office of the Defender continued its work with a clear methodology on draft-related issues during the summer draft, examining and discussing complaints as quickly and promptly as possible. Following this process, letters were addressed to relevant state bodies, demanding clarifications and concrete proposals.

Discussions were initiated with military commissariats, the Ministry of Defense, the Ministry of Education, Science, Culture, and Sport, competent divisions, as well as health organizations regarding rapid responses. Regular discussions have also been held with the Central Medical Commission concerning draftees' examinations, double evaluations, and other related issues.

It is important to note that the effectiveness of individual case handling related to draft issues and the number of positive outcomes continues to grow. At the same time, it should be acknowledged that there are several sectoral issues, including systemic ones, for which collaborative efforts and the implementation of mechanisms for rapid resolution can help ensure the proper safeguarding of human rights during the draft process. In this regard, the Defender has presented specific proposals to competent state bodies, and the issue has been thoroughly addressed in the annual report.
