Republican Party of Armenia Rejects Approach Leading to One-Sided Concessions and Violation of Armenian Interests
The Republican Party of Armenia (RPA) has issued a statement expressing strong concern over the trilateral memorandum signed in Washington, viewing it as another dangerous (capitulation) document signed by the Armenian government under the pressure of Azerbaijani aggression, unilateral demands, and geopolitical processes.
While highly appreciating the peace efforts of U.S. President Donald Trump, it must be noted that by signing this agreement, the reckless Armenian authorities are jeopardizing the sovereignty of Armenia and sacrificing the rights of the Artsakh people, legitimizing the fact of ethnic cleansing and deportation carried out by Baku's regime in Artsakh.
In particular:
- The memorandum expresses exclusively the interests of Azerbaijan, Turkey, and countries driven by geopolitical contradictions in the South Caucasus at the expense of Armenia's vital security interests.
- The memorandum ignores the mandatory demand for the withdrawal of Azerbaijani forces from the occupied territories of Armenia.
- The memorandum does not register any obligations regarding the release of illegally detained Armenian prisoners and the military-political leaders of Artsakh, held in Baku's prisons.
- Instead of genuine international guarantees of the inviolability, security, and territorial integrity of Armenia's borders, the agreement contains vague and unaddressed promises.
- The memorandum lacks provisions for the protection of the property, cultural and spiritual heritage of the Armenian population of Artsakh, as well as their political rights.
- The agreement's consent to dissolve the OSCE Minsk Group, the only internationally recognized negotiation format, is an unacceptable retreat from the well-known principles of conflict resolution, which is a result of obvious pressure from Azerbaijan on official Yerevan and a de facto justification for the forced displacement of the Artsakh Armenians.
- The unilateral blow dealt by Pashinyan's administration to the Armenian-Russian allied ties, without providing realistic alternatives, disrupts the military-political balance and carries new threats and challenges for the state.
- Like other important documents, the content of this memorandum has been concealed from the citizens of the Republic of Armenia and the National Assembly.
- Decisions of vital importance cannot be made by a regime lacking legitimacy within the country.
- It is evident that the current developments in Armenia are a consequence of the ruling elite’s obsession with maintaining power at any cost, including the violation of national and state interests and geopolitical adventurism.
Under such circumstances, any document regulating Armenian-Azeri relations, including the 'Agreement on Establishing Peace and Inter-State Relations between the Republic of Armenia and the Republic of Azerbaijan,' cannot contribute to the establishment of stable and just peace. It will also significantly restrict the Republic of Armenia's mechanisms for ensuring security and sovereignty while tying the country's foreign policy hands.
Clearly recognizing the challenges stemming from this process and evaluating the necessary actions in the current situation, we demand:
- Make the immediate release of all Armenian prisoners detained by Azerbaijan and illegally held individuals a priority on the agenda.
- Withdraw Azerbaijani armed forces from the occupied territories of the Republic of Armenia without any preconditions, not linking this to an uncertain delimitation process.
- Record the protection of the right of Artsakh Armenians to return as an integral part of the process for establishing stability and lasting peace in the region.
- Establish legally binding international security guarantees and realistic mechanisms to ensure Armenia's territorial integrity and the peaceful development and vital interests of our citizens.
- Refrain from fulfilling the demand that implies the dissolution of the OSCE Minsk Group.
Considering the above, the Republican Party of Armenia rejects the approach aimed at further violations of Armenian interests through one-sided concessions due to the political and diplomatic failures of the current authorities.
True peace and enduring stability in the region demand solutions based on justice, balanced, and acceptable to both parties, rather than imposed residual outcomes built on force and geopolitical trade-offs. Accepting peace and the absolute sovereign activation of communication routes as a principle of Armenia's foreign policy, the RPA cannot accept an unjust, imposed, and unguaranteed declaration of peace as a real resolution of the current situation—especially as the vital rights, territorial integrity, and the dignified stance of the Armenian state continue to be violated.
