Based on fake certificates provided by the administrative head of one of the communities in the Gegharkunik region of the Republic of Armenia, several individuals were exempted from the military gatherings organized by the Ministry of Defense of the Republic of Armenia. This information was shared by the Anti-Corruption Committee.

“It became clear that the administrative head of one of the communities in the Gegharkunik region signed and certified a fake certificate with false content on February 11, 2025, stating that a relative of his was allegedly residing in the Russian Federation, with the intent to exempt this person from the 25-day military gathering organized by the Ministry of Defense from March 18 to April 11, 2025. Subsequently, the administrative head provided this document to the military commissariat staff of the Gegharkunik region, placing it into official circulation, resulting in the exemption of the conscript from participating in the military gathering,” the statement reads.

Additionally, the investigation revealed that the aforementioned administrative head signed and submitted another fake certificate for the same conscript to the Gegharkunik military commissariat, again indicating that the individual allegedly resides in the Russian Federation. Consequently, this person also did not participate in the 25-day military gathering.

The administrative head has been charged under Part 1 of Article 445 of the Criminal Code of Armenia (2 episodes) for committing the mentioned criminal acts. The preliminary investigation has been completed, and the materials of the case have been sent to the Anti-Corruption Court of Armenia with an accusatory conclusion.

Based on the certificates provided by the administrative head on February 11, 2025, the two individuals mentioned above did not participate in the 25-day military gatherings organized by the Ministry of Defense from March 18 to April 11, 2025, which has led to the initiation of a criminal case under Part 1 of Article 462 and Part 1 of Article 46-462 of the Criminal Code.

Note: A person accused of a crime is considered innocent until proven guilty in accordance with the procedures established by the Criminal Procedure Code of the Republic of Armenia by a final court verdict.
