Exited from State Property and Became Mayrapetyan's Ownership: Case in Court
The Anti-Corruption Committee has established through an investigation that an individual who held the position of head of the State Property Management Department under the Government of Armenia from 2004 to 2011, in close relations with S. Mayrapetyan, accepted a 186.48 square meter apartment located at 13 Abovyan Street in Yerevan from him as personal property on October 20, 2006, failing to fulfill his official duties.
Specifically, it was found that in the context of the decision made by the Armenian government on April 5, 2007, concerning the direct sale of a building with a total area of 1250 square meters and a garage of 56 square meters located at 10 Abovyan Street, the official did not initiate court procedures despite the non-fulfillment of obligations by the company owned by S. Mayrapetyan. This included accepting a late report submitted by the company that failed to substantiate the obligation of an investment of 150,000,000 AMD for major repairs and restoration of the property, instead providing misleading information to the State Committee of Real Estate Cadastre of Armenia, which resulted in the unlawful termination of the state’s mortgage rights over the property located at 10 Abovyan Street in Yerevan.
As a result of this act, the state faced severe consequences, with particularly large-scale real estate valued at 221,757,000 AMD exiting the state property balance without lawful grounds.
Moreover, the aforementioned official again failed to fulfill his official duties concerning the non-compliance of another company owned by S. Mayrapetyan with obligations set forth in a contract regarding the direct sale of a 638.2 square meter area at 8 Abovyan Street, as determined by a decision made by the Armenian government on June 16, 2005. Consequently, another large property worth 178,464,591 AMD in cadastral value exited the state property balance unlawfully.
The individual in the position of head of the State Property Management Department has been charged under Part 2 of Article 308 of the RA Criminal Code, adopted on April 18, 2003 (2 episodes). The pre-trial investigation has concluded, and the materials of the case have been sent to the Anti-Corruption Court of Armenia.
