Human Rights Defender Responds to Azerbaijani Gunfire in Syunik
The gunfire from Azerbaijani armed forces near civilian settlements poses a challenge to the entire human rights system, grossly violating principles of international law. This was stated by the Human Rights Defender of Armenia, Anahit Manasyan, after visiting the villages of Khoznavar and Khndzoresk in the enlarged community of Tegh in the Syunik province.
“The gunfire from Azerbaijani armed forces represents a real threat to the rights and safety of the civilian population, the right to live in dignity, as well as the provision of other fundamental rights,” Manasyan wrote.
She noted that the purpose of her visit was to familiarize herself with the situation of human rights on the ground and to carry out fact-finding work. Accompanied by community leader Davit Ghulunts, Manasyan met with residents in border villages, listened to their concerns, and took a tour of the settlements.
“Residents expressed concerns regarding their rights to life and security, property, education, employment, and other fundamental rights. The necessity of constructing water supply and drainage systems, the gasification of certain houses, the lack of public transportation, issues regarding receiving pensions in a non-cash manner due to the absence of ATMs, and the accessibility of emergency medical services were also raised,” the Human Rights Defender's office noted.
Manasyan recorded that, under the current circumstances related to border security, it has become difficult for residents to engage in agriculture and meet the vital needs of their families. It was emphasized that there is a need to carry out construction works on intra-village roads in both villages. People stressed the importance of ensuring employment and addressing other issues aimed at improving living conditions.
The Human Rights Defender of Armenia will address all recorded notes, including information conveyed to her in a confidential manner, according to the jurisdiction.
