State Institutions of Artsakh Will Continue to Operate: Metakse Hakobyan
Today, a session of the National Assembly of Artsakh took place, during which a draft constitutional amendment was adopted that ensures the continuity of state institutions. This was reported to NEWS.am by Artsakh National Assembly member Metakse Hakobyan.
“We are talking about providing regulations that correspond to the law and constitution in various, unusual situations. Now, the formulations are such that state institutions will be able to find solutions in any emergency situation, and it will not later be considered that they are illegal bodies. State institutions are ensured in all aspects. I hope that today’s session will serve as an impetus for both the parliament and the presidential institutions to become more viable,” said Metakse Hakobyan.
She noted that 30 deputies participated in the meeting, and the draft amendments were adopted unanimously.
In response to the question of whether this implies that the powers of the Artsakh parliament and president have been extended, Metakse Hakobyan stated, “The amendments could also allow for the continuation of presidential powers, but that does not mean that the amendments were made for that purpose. The draft of the amendments was adopted to introduce regulations in all situations. One of the regulations could also be the continuity of powers, but no one can say anything with certainty in that regard.”
