Ararat Mirzoyan, Tigran Avinyan, and Other Officials in the IAAC Black List
The Freedom of Information Center has published the annual Black List for 2024. The list includes government agencies and officials who have violated the constitutional right of individuals or organizations to access information by providing unfounded or incomplete responses, illegal refusals, or failing to respond to information requests.
Officials included in the annual Black List for violating the right to information are: Foreign Minister Ararat Mirzoyan, former head of the Yerevan Central Administrative District Samvel Ghukasyan, former Minister of Internal Affairs Vahe Ghazaryan, former mayor of Gyumri Vardges Samsonyan, and Yerevan Mayor Tigran Avinyan.
The Yerevan Municipality is the most frequently mentioned organization in the IAAC's annual black lists, having appeared in the black list 12 times over 24 years. This year, the mayor was included in the black list because he left unanswered a request for information regarding the processing of personal data of Yerevan residents, provided an incomplete response to a repeated request, and refused to provide information without a legal basis for rejection.
