Navigation Seals Required for Transporting Goods to Russia and Belarus

The State Revenue Committee has issued a statement, informing that according to the decision N 7 of the Supreme State Council of the Union State (Russia and Belarus), starting from January 27, 2025, for the transportation of the following goods by road transport to Russia/Belarus or through Russia/Belarus to another country, it will be necessary to place navigation seals on the vehicles:

1. Alcoholic products (HS codes 2203 00, 2204, 2205, 2206 00, 2207, 2208),
2. Tobacco products (HS codes 2401, 2402, 2403, 2404),
3. Knitted products (HS codes 4303, 6101–6106, 6110),
4. Footwear (HS codes 6401–6405),
5. Telephone apparatus, equipment, monitors (HS codes 8517, 8519, 8521, 8525–8528),
6. Goods classified as hazardous according to the legislation of the Republic of Belarus and are processed under customs procedures for transit in the Republic of Belarus.

It is anticipated that the navigation seals will be provided to carriers at the Upper Lars crossing point; however, it is necessary to register on the relevant website before arriving at the crossing point, complete payments in advance, etc.
