Violating Traffic Rules with Electric Scooters and Other Means Will Result in Fines
The Ministry of Internal Affairs of Armenia has proposed legislative regulations that standardize the use of individual mobility devices (electric scooters, electric skateboards, gyroscooters, segways, unicycles, and similar means) for traffic. This information was provided by the Ministry of Internal Affairs.
The primary objective of the legislative regulations is to establish a new culture in this area in accordance with international practices. According to the regulations, an individual mobility device is defined as a vehicle with one or more wheels (like a cylindrical foot) designed for personal transportation using electric power (e.g., electric scooters, electric skateboards, gyroscooters, segways, unicycles, and other similar devices). Individuals aged 18 and over are permitted to use these devices, as well as those who are 16 years old and have the right to operate AM category vehicles.
Traffic with individual mobility devices is allowed on bicycle or pedestrian-bicycle paths or in designated cycling areas; where these are not available, usage is permitted in other locations as defined by law. For those under 18 years old (with the exception of 16-year-olds who hold AM category driving rights), the permitted areas for using individual mobility devices will be established by the community council.
Companies providing rental services for individual mobility devices will be required to ensure that these devices are not operated at speeds exceeding 25 km/h. A fine equivalent to 29 times the minimum wage is proposed if an individual mobility device is not equipped with a speed measurement device as prescribed by law. This regulation will come into force on September 1, 2025.
Moreover, it is prohibited to carry passengers or cargo using individual mobility devices (except for hand-held luggage, such as backpacks). Cyclists or moped drivers delivering goods will face a fine amounting to seven times the minimum wage if they ride without a helmet or with an unfastened helmet.
The use of self-balancing scooters in traffic is permitted in a single file but is prohibited in tunnels, on wet surfaces, etc. A fine equivalent to five times the minimum wage is proposed for violations of the requirements governing the traffic of individual mobility devices. After the regulation comes into effect on November 24, 2024, the Patrol Service will issue reports for violations of the traffic requirements regarding individual mobility devices.
