That Decision Has Complicated the Issue Even More: Bayramov

The draft peace treaty with Armenia includes 17 points, 15 of which have already been agreed upon, while work continues on the remaining 2 points. This was announced by the Minister of Foreign Affairs of Azerbaijan, Jeyhun Bayramov.

“The draft texts and 15 points have been almost fully agreed upon, while we have open questions regarding the 2 points. Work on these is ongoing. There have already been several rounds of negotiations and exchanges of texts. A fully agreed version has not yet been achieved. The work continues,” he said.

According to Bayramov, the process of achieving peace is complicated by the Constitution of Armenia, which includes territorial claims against Azerbaijan: “The recent decision of the Constitutional Court of Armenia has further complicated the issue, as the preamble of the Constitution refers to a document that was created after Armenia's independence, and it contains territorial claims against Azerbaijan,” noted the Azerbaijani foreign minister.

Bayramov stated that in the post-war period, Azerbaijan and Armenia have continued negotiations regarding peace and exchanged views on the text of the peace treaty: “The negotiations between Azerbaijan and Armenia on the peace treaty continue, textual exchanges have persisted, and despite the open questions, there has been obvious progress,” he concluded from the Azerbaijani side.

It is worth noting that the Constitutional Court of the Republic of Armenia, in its decision on September 26, 2024, stated that the reference in the preamble of the Constitution to the Declaration of Independence pertains exclusively to those provisions of the Declaration that are enshrined in the articles of the Constitution. After the publication of the decision, Prime Minister Nikol Pashinyan stated: “No provision of the RA Constitution contains territorial claims against neighboring countries.”
