Yes, the citizen is not the material for fines, Prime Minister Nikol Pashinyan stated during the Q&A session of the National Assembly–Government.

“In the past, we said that you can violate traffic rules, pay the money, and keep driving; violate again, pay again, and continue to drive. We came and said that it can't be like this, people, there is a points system, you have a certain quota for violations, if you exceed that, you will lose your driver's license,” he declared.

Speaking about declaring taxpayers as 'heroes,' Pashinyan noted: “It's not the taxpayer who is a hero, but the person who works, creates results, and pays taxes as per the law. Because a person may have a 1000 dram tax obligation, pay 100 drams, while hiding 900 drams and looking for loopholes. I have never said that this person is the number one hero. I have said that the number one hero is the one who generates 1000 drams and pays the full amount. Yes, I have said that poverty exists in people’s minds and I continue to insist on that.”
