How to Differentiate Whether a Leak of Confidentiality Was Intentional or an Error: Sukiasyan Questions the Deputy Director of the NSS
During the discussion of a draft law on amendments and additions to the Code of Administrative Offenses presented by the Government in the National Assembly, Khachatur Sukiasyan, a deputy from the Civil Contract party, inquired of Andranik Simonyan, the Deputy Director of the National Security Service (NSS), about how to distinguish whether a leak of confidentiality was intentional, due to negligence, or an error.
Simonyan responded that the NSS is the body responsible for ensuring confidentiality. “In specific cases, the enforcement entity will assess whether the administrative violation was committed with intent or carelessly, based on the nature of the specific act’s violation and its degree of danger, and based on individualizing data regarding the perpetrator, the type of sanction that individualizes responsibility will be applied within a relatively specific framework,” said the NSS Deputy Director.
The aim of the draft is to raise the level of confidentiality in local and state self-governance bodies, organizations, and legal entities while reducing the conditions that contribute to the leak of confidential information.
