Russia Ratifies Agreement on Electronic Trade Regulation in EAEU

The President of the Russian Federation, Vladimir Putin, has signed a law ratifying the agreement that defines the specifics of regulating electronic trade within the Eurasian Economic Union (EAEU). This was reported by RIA Novosti, citing the relevant document.

The ratification introduces amendments to the customs code of the EAEU. The agreement was signed on December 25, 2023, in Saint Petersburg by the leaders of the EAEU member states and was presented for the signature of Russian President Vladimir Putin.

It categorizes goods purchased through external electronic trade separately and specifies the peculiarities of regulating such trade. At the same time, a new institution is being introduced—a trade operator that combines the functions of a logistics operator and a customs representative.

Additionally, the agreement grants each EAEU member state the right to impose value-added tax on electronic trade goods. It also provides the possibility of establishing a duty-free threshold for goods imported through electronic trade by individuals.
