The individual in question is reportedly 74-year-old Vladimir Arsenyev, the head of the Volna Central Research Institute. This organization, as noted by Mash, specializes in the development and production of radio station components for ground forces, aviation, and naval forces.

Arsenyev recently approached the Russian Investigative Committee, claiming that his company is allegedly facing bankruptcy, and he is being obstructed from fulfilling a state defense order.
