It was reported that an incident occurred on July 18 in the Kotayk region. Law enforcement received reports that people were fighting during a celebration in Charentsavan. Consequently, the police arrived at the scene, leading to chaos. Participants of the celebration assaulted law enforcement officers; one of them attempted to flee, while Abovyan's police chief Edmond Ayvazyan tried to prevent the escape and stop the vehicle, but he was dragged about 20 meters by the car. Garni's police chief Hrach Atabekyan was also severely beaten, and there have been numerous arrests.

Lawyer Raffi Aslanyan shared a markedly different reality with Armlur.am. “I am currently representing the interests of an individual who witnessed the incident and was assaulted by the head of Abovyan's police department. According to citizens' accounts, police officials arrived without uniforms in 4-5 cars, supposedly responding to some alert about a possible quarrel. Specifically, they also began to physically assault citizens during this time, using automatic firearms against them. According to citizens, the police chief fired shots without identifying himself or clarifying who they were, creating an impression among the citizens that they were being attacked by some group.”

“During the argument, citizens were evidently subjected to brutal and savage beatings by the police, but as per usual, the arrested citizens were taken into custody, and criminal proceedings were initiated against them, targeting the citizens,” he added.

When asked about reports that the head of Abovyan's police department was dragged 20 meters by the vehicle, Aslanyan responded, “That did not happen; on the contrary, complaints have been filed with the investigative body stating that one of the present persons, a second-class disabled individual, was struck twice—once with a fist and the other time with a gun stock.”
