It's Been Two Months, I Want to Know What Changes Have Been Made: Grigor Iskandaryan
In April, I raised a question at the council meeting regarding the technical oversight of asphalt repairs. For instance, tenders worth 1.5 million drams were won with offers of 45 thousand drams, and those worth 4 million drams were won with offers of 270 thousand drams.
On June 25, at the Yerevan city council meeting, Grigor Iskandaryan, a member of the "Mother Armenia" faction, stated, "It's been two months, and I want to know what changes have been made in this field, what works have been done, and what stage they are at."
In response, Mayor Tigran Avinyan mentioned, "We have terminated several technical oversight contracts, particularly on the grounds that these overseers have misled us, being connected with companies already on the 'black list.' We have formulated specific proposals and regularly present them to the Ministry of Finance for consideration. This is not just our problem; almost all departments in Armenia face issues in this regard."
Avinyan instructed to hold a discussion after the meeting and report back to him. He added, "It appears to be a very chaotic and mixed story, and thus the work will also be chaotic, and we will not know who is at fault for the large number of potholes in the city apart from the municipal authorities. If we imagine that there is no corruption, there is still a human factor, and if the same person or department makes a mistake, they may not recognize their error while another department might notice and rectify it. Why do we assign all oversight functions related to technical oversight to the same department?"
The mayor responded that the municipality has a separate supervisory department that carries out its functions when a specific problem is uncovered.
