The Artsakh Defense Army operated under the Armenian Defense Ministry until the very last moment and was part of its territorial units. This was stated by Artsakh President Samvel Shahramanyan, who emphasized that Prime Minister Nikol Pashinyan is well aware of this situation.

“We should not be looking for culprits in this matter,” added the Artsakh President. “The people of Artsakh have witnessed three wars, enduring not for two hours, as Pashinyan said, but for 32 years. Any resident of Artsakh over the age of seven has seen three wars; we emerged when we realized we were alone, and we needed to save lives,” noted Shahramanyan.
