If we briefly assess your spending of the budget regarding foreign relations, it has been aimless, as you have not implemented the government program in several areas. This was stated by MP Armen Rustamyan from the 'Armenia' faction during the discussion of the 2023 budget performance at the National Assembly's Committee on Foreign Relations.

“For instance, regarding the CSTO, something is written in the program, but you have done something completely different. Anti-Armenian activities have been conducted regarding the Artsakh issue, and what is written in the government program has been completely contradicted. No issue regarding the genocide has been placed on the external agenda; this can go on,” he said. According to Rustamyan, the opposite has been done: the demands of Azerbaijan have been fulfilled, for example, regarding the delimitation of the borders.

“This is being done at Azerbaijan's request; Azerbaijan demands something, you justify it, and start implementing it, including the issue of changing the Constitution. This is being brought into the agenda in Armenia. As a result, it turns into a situation where we plan budget expenditures that do not meet the program's requirements. In this regard, how do you assess the budget execution as useful and effective?” the MP asked.

Ararat Mirzoyan noted that he does not share Rustamyan's assessments and considers the strategic long-term fundamental approaches from which he presents his evaluations to be erroneous, and more seriously, catastrophic for Armenia. “The mindset that has been the cause of the disasters and calamities we have faced in recent years. It is that same mindset that has been injected into us for decades—both from within and from outside. That mindset has put us in front of the broken basin we have been standing in front of for the past few years. You would have better answered your question if you were sitting in my place, and you would have ‘dried up’ much better than I allow myself to do,” he said.
