Property Registration in Kiran: Residents Pressured to Sign, Reports 'Hraparak'

According to the newspaper 'Hraparak', for the past two days in Kiran, local law enforcement leaders and provincial officials have been conducting outreach efforts with villagers, persuading them to sign documents related to compensation offers. Those who have already accepted are being encouraged to persuade those who have refused.

Residents reported that the most active among the persuaders are the son and nephew of administrative leader Kamo Shahinyan. Individuals are being subtly threatened, as it is suggested that if they do not agree and sign the compensation papers, their properties will still be recognized under public interest.

Yesterday, a total of 54 properties were registered, associated with 38 owners. Villagers have been frequenting the village administration day and night, but the exact compensation amounts have not been disclosed. For houses, the oral estimates exceed 16 million drams depending on the property, but there is still no clarity regarding land plots.

The residents of Kiran are extremely secretive about how many have accepted the compensation offer and how many are against it. According to our sources from the community administration, as of yesterday, five individuals have agreed, including some who do not live in Kiran but have some properties there. They have come to the village, accepted the compensation offer, and then left again.

Temporary shelters are also being constructed in the village, as a deadline has been set until June 24, by which two households must vacate their homes, which will be transferred to Azerbaijan. In addition to these two houses, three cabins, and one gas station will also be transferred, while five to six more houses will be directly affected by the border.
