Veolia Water Continuously Delays Fulfillment of Its Obligations and Submits New Demands: Hetq

In 2023, water loss in the service area of Veolia Water LLC has reached 63.1%, while unauthorized, licensed (illegally used) water accounts for 6.3%, totaling 69.4% water loss. This information was provided to Hetq by the Water Committee, which is the contracting party representing the Armenian government in the lease agreement with the French company Veolia Eau Compagnie Générale des Eaux for drinking water supply and drainage services.

According to the lease agreement, the Water Committee (WC) is responsible for monitoring Veolia Water LLC’s fulfillment of its obligations over a period of 15 years. When the drinking water system was leased in 2016, water loss was estimated at 76-80%. The business plan of the French company also outlines a timeline for reducing water loss. In 2023, it was supposed to be 64%, and by the end of the contractual management in 2031, it was expected to be reduced to 46%.

This year marks the 7th year of Veolia Water LLC's contractual management, and the reported figure of 69.4% water loss exceeds the target by 5.4%. Not meeting the established water loss reduction targets should have an explanation, however, Veolia Water has never adhered to its obligation to be accountable to the public during its 8 years of management. The Water Committee also shares this obligation, yet this body does not engage in public activity either.
