All military equipment is assessed as lethal and non-lethal; it is a mistake to refer to defensive and non-defensive weapons in this context. Andranik Kocharyan, the chairman of the National Assembly’s Permanent Committee on Defense and Security, stated this during a conversation with reporters at the National Assembly on April 8. He was addressing the ongoing discussions by the EU regarding support for Armenia through the tools of the 'European Peace Facility,' specifically about non-lethal military assistance.
“Naturally, we are focused on solving defensive issues now, whether it be of an engineering nature or air defense. Moreover, the term ‘anti’ is at the core of all our defense problems. The military equipment we acquire aims to restore the balance that has been disrupted in the region, because it was this disruption that allowed the enemy to engage in military operations, both once in 2016 and on a larger scale in 2020,” said Kocharyan.
He expressed regret to reporters that they did not have the opportunity to participate in the discussions on the implementation of the 2023 budget, during which the Minister of Defense of Armenia presented not only the upcoming contract implementations but also the fulfillment of already signed contracts. As a result, a couple of our opposition colleagues left and expressed, in front of you, that they were moved to tears. “I responded that it was understandable to be moved after hearing about the extent of that work,” Kocharyan added.
Kocharyan also noted, “But I was very pleased to see that recently, Azerbaijanis had photographed our engineering positions from a certain location. One of your blogger friends made a great comparison by posting two photos—the difference between Seryan Ohanyan’s 'bank-bottles' and our engineering structures after 2018. Before the large-scale war began in Karabakh, we had equipped such a position where we not only did not have casualties but also had no injuries.
Our armed forces need to make the scope of their reforms irreversible and achieve the goal that not only will the balance be restored, but those serving in the army will gain the skills to manage everything. I do not want to underestimate the enemy’s desires and objectives, but I want us all to realize that the solution to our defense issue is in the hands of the Armenian state, thanks to the participation of every citizen,” declared Andranik Kocharyan.
