Q&A on the 40+10 Thousand Dram Support Program for Persons Displaced from Nagorno-Karabakh

The Ministry of Labor and Social Affairs of the Republic of Armenia has presented the details of the 40+10 thousand dram support program for persons forcibly displaced from Nagorno-Karabakh in a question-and-answer format.

QUESTION: Under what conditions and timeframe is the 40+10 thousand dram support program planned to be implemented?

ANSWER: The government will continue to support compatriots forcibly displaced from Nagorno-Karabakh for another 9 months, providing monthly payments of 40+10 thousand dram per family member to cover living and other expenses. If you were already benefiting from this support program, you will continue to receive monthly assistance from April to December 2024. It is important to note that every new child born into your family will also receive the 40+10 thousand dram support.

The program will be implemented until the end of the year, after which the terms of the program will be reviewed, setting priorities based on the situation. The goal of continuing the 40+10 thousand dram program in its current format is to assist families in covering their living expenses while simultaneously providing opportunities for them to find work and have a stable future in Armenia.

QUESTION: Has the scope of beneficiaries for the program been expanded with the new changes, and who will now be able to access the program?

ANSWER: While maintaining the fundamental conditions of the 40+10 thousand dram support program, the scope of beneficiaries has been expanded. Until now, only those forcibly displaced from Nagorno-Karabakh in September 2023 could benefit from the program. Starting from April, family members of those displaced after 2020 who are not beneficiaries of the residential program implemented by the government as per the 2022 decision can also access the program. Additionally, newborns in families displaced from Nagorno-Karabakh and all children under the age of 18 whose parent (guardian) has submitted an application for financial assistance will be eligible.

QUESTION: Is there a need to submit a new application after the changes?

ANSWER: Countrymen who have been benefiting from the 40+10 thousand dram support program do not need to submit a new application. The system will verify their data monthly for compliance with the program's conditions, and those data will be forwarded for payment. A new application will only be necessary for the newly included group of beneficiaries. Their applications will be accepted online starting from April 15.

QUESTION: Is it a prerequisite to have received the 100 thousand dram support to qualify for the 40+10 thousand dram program? For those who have not yet received that support, will they be able to benefit from this program?

ANSWER: Yes! If you have not yet received the one-time 100,000 dram assistance and your application is under review among approximately 350 submissions by the Ministry of Internal Affairs’ Migration and Citizenship Service, you will receive both the one-time 100 thousand dram support after the review of your application and the 50 thousand dram support intended for primary essential expenses. You will also be able to benefit from the 40+10 thousand dram program starting in October, provided you meet the other conditions stipulated by this program.
