“To put it very briefly and generally, the vulnerability of the city of Noyemberyan and adjacent villages sharply increases under conditions of semi-blockade. The Azerbaijanis, being deployed in dangerous lines, will be at a problematic distance from various settlements in the Lori region. The main communications of Tavush and Armenia are either disrupted or, in the case of new ones, will be at a dangerous distance from the enemy.
