Investigation Completed on Violence Against Patrol Service Officers by Siblings

The Investigation Committee of Armenia has completed its inquiry into a case of intervention in the lawful activities of patrol service officers and acts of hooliganism by a group of individuals on October 28, 2023.

On that day, around 11:00 PM, information was received that a group of people exhibited open disrespect towards patrol officers who had arrived in response to a call on Tbilisi Highway, as well as citizens gathered at the specified address. Consequently, three residents from Kanakeravan Village in Kotayk Province—two brothers and their sister—were taken to the police station.

Based on factual data collected during the investigation, it has been established and substantiated that the siblings, while at the site of a self-accident involving a relative on Tbilisi Highway, and witnessing the arrival of emergency and police personnel based on the emergency call, resorted to violence against them and committed hooliganism. Specifically, the brothers first struck the ambulance with their hands and feet, and then displayed overt disrespect for moral norms by shouting insults and obscene expressions, thereby disturbing public peace and disrupting normal traffic flow for an extended period.

Subsequently, when the police issued a legal demand for them to cease their grossly disorderly actions, the brothers and their sister, ignoring this request, engaged in violence against the police officers with the intention of interfering with their lawful duty, hitting them in the face, head, and hands.

The 34 and 24-year-old brothers have been charged under Article 297 (Part 2, Item 1) and Article 452 (Part 3) of the Criminal Code of Armenia, while their 37-year-old sister has been charged under Article 452 (Part 3). The investigation has concluded, and materials related to the criminal case against the three individuals have been sent to court with an accusatory conclusion.
