Member of the Supreme Judicial Council Delays Case Handovers for Other Judges: 'Hraparak'

The newspaper 'Hraparak' reports that Judge Naira Hovsepyan of the Supreme Court's civil chamber, who is also a member of the Supreme Judicial Council, has not handed over the cases under her jurisdiction to other judges since her transfer from the first instance court to the Supreme Court.

Hovsepyan was appointed as a judge in the civil chamber of the Supreme Court on October 30, 2023, nearly five months ago, yet all the cases that were under her jurisdiction remain unresolved and pending examination.

One lawyer conveyed that they have been facing a situation where, after more than four months, they cannot comprehend why the cases are not being assigned to other judges, leading to people waiting for months for resolutions to their issues.

We attempted to clarify with the Supreme Judicial Council what the issue is regarding Hovsepyan's refusal to hand over the cases and how many similar cases exist at this time. However, the Supreme Judicial Council requested a written inquiry from us, which seems to be a means of either avoiding the question or delaying a response, leaving us with the options to either withdraw our inquiry or for the issue to somehow resolve itself.
