VIDEO: 'It Turns Out Citizens Cannot Benefit from State-Order Services at Their Desired Healthcare Facility' - Arsen Torosyan

Member of the National Assembly from the Civil Contract Party, Arsen Torosyan, inquired from Deputy Minister of Healthcare Armen Gasparyan about the new regulations regarding state-order services.

"We were waiting for the minister's order, and after its issuance, we see that in the case of an offer, acceptances are accepted only if there is confirmation of the state-order application by the ministry. It turns out that not much has changed, and citizens cannot benefit from the services they want at their preferred medical institution unless the state-order application has been approved. I want to clarify this," stated Torosyan, adding that if they understand something differently, then why is it written this way in the minister's order. "The Prime Minister spoke about something else, that it should be liberalized, and it seems the minister confirmed this as well."

Gasparyan noted that there are no restrictions on offers regarding financial size. "But the offer has specific conditions. All those conditions have been taken into account, and we cannot provide state orders to everyone who has a license," he stated.

Arsen Torosyan replied, "You confirm that, nevertheless, not all licensed organizations are places from which citizens can benefit under the state order framework, and we need to directly inform citizens about this because it seems that the opposite has been discussed, that they can. Currently, in fact, they cannot."
