What Method is Applied in the Case of Vahan Kerobyan's House Arrest
Alternative measures such as house arrest and administrative supervision have started to be implemented in Armenia from January 1, 2023. After the imposition of house arrest, the conditions are set by the court, considering specific circumstances and the severity of the charges. This was stated by Vahram Khalatyan, the head of the Yerevan Probation Center, in an interview with Sputnik Armenia.
The restrictions may relate to communication with anyone (apart from family members) or individuals involved in the case, as well as prohibiting guests from entering the home. Upon receiving the court's ruling, the probation service informs the accused about the conditions of the house arrest regime, informs them of their rights and obligations, and ensures its enforcement.
In the case of house arrest, there are no specific days or hours set for visiting the accused’s home; it could happen several times a day. House arrest and administrative supervision are conducted through electronic bracelets, and this applies to everyone—there are no alternatives. The same method of supervision is also applicable in the case of former Minister of Economy Vahan Kerobyan’s house arrest.
If the accused is under house arrest within the residence, they are not allowed to step beyond the threshold of their home. In the case of large properties, the area of the house and yard is marked, and a limited area is established from which they cannot exit. Up to now, there has been no case in Yerevan where an accused person has lived alone under house arrest. Even if such a situation arises, the court will take into account the circumstances that they will need food, medical assistance, etc.
At the moment, around 200 people are under house arrest in Yerevan.
