How Much Money Was Spent on Tigran Avinyan's Office Renovation
The office of Yerevan Mayor Tigran Avinyan was renovated at a cost of 3,754,920 Armenian drams. This information was provided by the press office of the municipality in response to a written inquiry from Factor.am. The purchase was executed without a tender.
Within this budget, laminated flooring and installation services were procured. The city hall purchased laminated flooring at a rate of 15,540 drams per square meter, totaling 156 square meters for a price of 2.4 million drams. The installation cost an additional 1.3 million drams. The laminated flooring was supplied and installed by Top-Tech LLC, known in the market as Top Floor.
The company informed the media that they only sell European-made laminated flooring within this price range. Regarding why this nearly $9,000 renovation was not conducted through an open tender, Tigran Avinyan's spokesperson, Hayk Kostanyan, explained that the renovations were handled by the Operational Management Company for Municipal Buildings, which had the authority to procure services without a tender from another LLC.
The reasoning for renovating Avinyan's office, which had not been renovated since 2005, was justified by the city hall. According to their statement, the paint on the office walls had faded and cracked over many years, necessitating wall finishing and painting work, which was undertaken by specialists from the Operational Management Company for Municipal Buildings. The same specialists also conducted cosmetic repairs in the bathroom and sink areas. All materials used during the cosmetic renovation were procured as a result of a tender announced for the year 2023.
The office’s flooring, which dates back to 2005, had completely detached due to the moisture from the underlying plaster. Consequently, it was decided to secure it with screws and dowels, and the entire surface was subsequently covered with carpet.
