Armenia Transfers $200,000 to Permanent Court of Arbitration as Bond

The newspaper "Hraparak" reports that the Republic of Armenia transferred $200,000 (81 million 526 thousand drams) to the Permanent Court of Arbitration on January 10 as a bond. The transfer was formalized as expenses of the arbitration court.

The sum was transferred in connection with the case of "Amulsar Investor Venture" LLC against the Republic of Armenia. There is no information available on the internet about "Amulsar Investor Venture" LLC; however, years ago, it was mentioned that the company operating the Amulsar gold mine, "Lydian Armenia," could resort to international arbitration due to the blockade of the road leading to the mine, while the Armenian government was neither in favor of mining operations nor was it taking any action to facilitate these operations and open the road.

Only in February 2023 did the Armenian government find the courage to declare that it not only agrees to the mining operations but has also become a stakeholder in the mining activities, similar to the case of the Zangezur Copper-Molybdenum Combine. The government, through Minister of Economy Vahan Kerobyan, announced that it would receive 12.5% of the statutory capital of "Lydian Armenia" without any compensation. Therefore, it is assumed that "Amulsar Investor Venture" LLC is interconnected with "Lydian Armenia."

As for the Permanent Court of Arbitration, it is an international arbitration court with around 100 member states, and it accepts claims both between states and from international private organizations against states.
