Changes in Application Submission Procedures at the Cadastre Committee

The Cadastre Committee of Armenia has made changes to the application submission procedures in its offices. In particular, legal entities, as well as communities, can no longer submit applications at cadastre offices. Applications to the Cadastre Committee can only be submitted electronically.

“There may be opinions that it is still early for such strict approaches. Nevertheless, we took this step, and it has been proven that our approaches are correct. This change has allowed us to manage the constantly forming lines at the offices. Legal entities, the state, and communities do not have issues using any electronic systems; there are no difficulties in this regard,” stated Suren Tovmasyan, head of the Cadastre Committee, at a press conference held at the Armenpress press hall.

The Committee has also limited the process for physical persons to submit certain types of applications, specifically those that do not require strict identification.

“For example, I should mention the unified information note. From mid-2023, applications for the unified information note can only be submitted electronically. This process takes no more than a minute. Payments are made cashless. Citizens do not need to travel from any point to the cadastre office, wait in line, and then return once more to receive the documents from the Cadastre Committee,” added Suren Tovmasyan, emphasizing that these restrictions have allowed for queue management. He assured that today, citizens spend a maximum of 10-15 minutes in line at the offices.

The Cadastre Committee has focused on maximizing digital services to eliminate citizen-state employee relationships, which will lead to saving state resources and reduce corruption risks. Suren Tovmasyan reported that more than 35 percent of approximately 890,000 applications addressed to the Cadastre Committee were submitted electronically.

“Considering that, according to 2019 data, the rate of applications submitted via electronic systems was only 3 percent, we can say that a rate of 35 percent is satisfactory. Although, I can state that the number of applications submitted to the cadastre in 2019 and 2023 is different. In 2023, we serviced 890,000 applications, while the maximum figure in previous years was in 2022 when 770,000 applications were serviced. This means we have serviced more than 200,000 applications with the same staff, without an increase in positions. The digitization policy has helped us in this regard,” noted Suren Tovmasyan.

The Cadastre Committee has also launched a mobile application that consolidates all services. Citizens can easily access cadastre services through the mobile application.
