Full Conscription Possible Only After End of Conflict in Ukraine, Says Defense Minister Umierov

The Ukrainian Minister of Defense, Rustem Umierov, has stated in a media briefing that full conscription will only be possible after the conflict in the country comes to an end.

“The term ‘conscription’ can only be used after the end of the war. We have found solutions that will allow individuals who have been on the frontlines for two years to understand the rules that will apply to them for either rest or partial participation in service. We are working on this legally, legislatively, and technically. The Ukrainian Ministry of Defense is working to ensure that Ukrainians receive notifications on their smartphones,” said Umierov.

He expressed concern that the mobilization process and military service in Ukraine are perceived as punishment. According to him, a draft law has been developed to change this perception, which is expected to be presented soon to the Verkhovna Rada.

Commenting on the mobilization of Ukrainian men who left the country since February of last year, the minister noted that Kyiv has accurate data on the number of such individuals. He stated that Ukrainian authorities will develop new rules that will provide clear answers for those who cannot or do not wish to participate in the conflict.

Discussing plans for 2024, Ukrainian Defense Minister Rustem Umierov emphasized that the authorities will do everything possible to achieve the military objectives set before them.
