The decree on the dissolution of Artsakh no longer exists. This was asserted by Artsakh President’s advisor Vladimir Grigoryan in an interview with “Azatutyun,” emphasizing that the basis for this is the president’s decree dated October 19, according to which the president of Artsakh, the prime minister, government members, the parliament, the secretary of the security council, law enforcement agencies, the mayor of Stepanakert, and the heads of administrative regions continue to hold office on a public basis, meaning without remuneration.

It is also noted in Shahramanyan's decree that documents issued on behalf of the Republic of Artsakh after October 1, 2023, are valid.

“With this decree, we can already consider that Mr. Shahramanyan has annulled his decree signed on September 28. That is, the Republic of Artsakh, the government, and all other bodies will continue their activities after 2024,” he told the media.

When asked whether this means that Shahramanyan will not sign a new decree to cancel the dissolution of Artsakh mentioned in the September 28 decree, he replied: “No, there is no need to wait for a new decree. Since the decision to dissolve Artsakh was unlawful and thereafter the decree of October 19 was adopted, along with several legal normative acts, this implies that the Republic of Artsakh will exist after 2024.”

The question was raised regarding potential legal issues and whether this matter has been discussed with legal experts. “Of course, all of this has been discussed. We can consider that the September 28 decree no longer exists,” Vladimir Grigoryan stated.
