Joint Statement Issued Following Quadrilateral Meeting in Granada

The Prime Minister of Armenia, Nikol Pashinyan, European Council President Charles Michel, French President Emmanuel Macron, and German Chancellor Olaf Scholz issued a joint statement today following their meeting in Granada, which characterized the events in Nagorno-Karabakh as a mass displacement.

The statement highlights the unwavering support of the European Council President, the French President, and the German Chancellor for Armenia's independence, sovereignty, territorial integrity, and inviolability of its borders.

"They also expressed their support for strengthening EU-Armenia relations across all dimensions based on the needs of the Republic of Armenia," the statement reads.

"They agreed on the necessity of providing additional humanitarian aid to Armenia, as it faces the consequences of the recent mass displacement of Armenians from Nagorno-Karabakh. They emphasized that these refugees should have unrestricted access to their homes and the right to return to their places of residence without any conditions, under international monitoring, and with respect to their history, culture, and human rights," the quadrilateral statement notes.

"They remain committed to all efforts aimed at normalizing relations between Armenia and Azerbaijan based on mutual recognition of each other's sovereignty, integrity of borders, and territorial integrity, as stated in President Michel's remarks. On May 14 and July 15, 2023, they called for strict adherence to the principle of non-use of force and threats of force. They highlighted the urgent need to work towards demarcation based on the latest maps provided by the USSR General Staff, which should also serve as a basis for maintaining distance between forces, finalizing a peace treaty, and addressing all humanitarian issues," the statement reads.

"The European leaders called for greater regional cooperation and the opening of all borders, including the border between Armenia and Turkey, as well as the opening of regional connectivity, based on full respect for the sovereignty and jurisdiction of countries, and on the principles of equality and reciprocity," the statement emphasized.

"European leaders urged Armenia and Azerbaijan to release all detainees and cooperate in resolving the fates of the missing and facilitating demining efforts," the quadrilateral document states.
