Alcoholic Beverages in Armenia to Be Taxed According to EAEU Model

Starting October 15, 2023, alcoholic products in Armenia will bear excise stamps in accordance with the product identification model currently implemented within the EAEU. This decision was approved during a meeting of the Armenian government.

The draft decision titled “Establishing the Rules for Marking with Identification Means within the EAEU Framework” was submitted for approval by the State Revenue Committee of Armenia.

According to the justification for the decision, “the new marking model aims to create a digital ecosystem that will be harmoniously integrated with the economies of EAEU countries and will serve the real-time monitoring of the quantity and quality of goods circulating in Armenia.”

It is noted that the product marking will be carried out through the labeling with a specific data matrix GS1 DataMatrix code. The digital marking code is unique and non-repeating for each unit of the product.

The State Revenue Committee also mentions that the marking codes will be provided to manufacturers and importers by the national operator through digital means. Thus, information regarding each product becomes accessible in real-time at all stages of circulation.

The Committee assures that the implementation of this system will contribute to the further development of the digital economy, allowing integration with other G2B and B2B electronic services, such as electronic tax invoices, risk assessment, market evaluation, insurance, and more.
