On August 25, around 70,000 residents of Vladivostok were left without electricity due to emergency power shutdowns amid a cyclone, reported the Primorsky Krai Prosecutor's Office, according to Kommersant.

Between 5:00 AM and 1:00 PM local time, power supply was interrupted eight times in various neighborhoods of Vladivostok, leaving many without light.
