The West is indifferent to Azerbaijani aggression in Armenia because Azerbaijan is an important partner for Western energy security. At crucial moments, the West provides limited support to democratic Armenia. This is highlighted in an article published by Jacobin.com, which states: Armenians once again face extermination. A century ago, during the Armenian Genocide, the Ottomans displaced and massacred them. With the support of the West and Israel, Azerbaijan is 'cleansing' Armenians from its territory and fracturing Armenia. Despite all this, instead of investments and sanctions against Azerbaijan, the West has actually increased economic and military cooperation.

History is repeating itself. Armenia and Azerbaijan have been fighting since the collapse of the Soviet Union. With the dissolution of the Union, the Soviet republics divided into states, leading to violence against ethnic minorities. Both Armenians in Azerbaijan and Azerbaijanis in Armenia experienced ethnic cleansing.

After Azerbaijan gained independence, it annulled the autonomy of Artsakh and began to besiege the capital, Stepanakert. In response, Artsakh declared its independence and fought against Azerbaijan with the support of Armenia. When the war ended in 1994, Artsakh was under the control of the Armenian army.

Everything changed over the next two decades. In 2020, immediately after the onset of the Second Nagorno-Karabakh War, President Joe Biden once again pledged to uphold a resolution that would deny military assistance to Azerbaijan. Following that, Biden reversed his decision.
