Ferry accidents are not uncommon in the Philippines, often attributed to frequent storms, poor vessel maintenance, overloading, and inadequate enforcement of safety regulations.

Just last week, a passenger boat with a capacity of 42, but carrying 70 passengers, overturned in Bay Lake in Rizal Province, east of Manila, resulting in 27 fatalities.
