Changes Expected in the Constitutional Court

According to the newspaper "Hraparak", members of the Judicial Council, Vigen Kocharyan, Naira Hovsepyan, and the brother of the head of the Anti-Corruption Committee, Davit Khachatryan, are vying for vacant positions as judges in the Court of Cassation.

A source close to the judicial authority has informed us that there are also expected "emergency evacuations" in the Constitutional Court by the end of the year.

It has been decided to replace Armenia's representative judge at the European Court, Arman Harutyunyan, with the authorities' preferred judge, Constitutional Court member Vahe Grigoryan. Grigoryan has connections both within the Anti-Corruption Court through his long-time friend Karapet Badalyan and Gevorg Gyozalyan, as well as within the EU-Armenia Civil Society Platform through his pupils Lusine Hakobyan and Tigran Yeghoyan. Going to the ECHR will further strengthen his influence in Armenia's public sphere and judicial system.

Meanwhile, the President of the Constitutional Court, Arman Dilyan, desires to move to the Eurasian Economic Union Court, where two vacancies will open up at the beginning of next year.

According to our source, "Dilyan understands that the blank card given to him pertains to the ratification of contracts related to Armenia's borders, and after that, he may not be allowed to resolve issues of the fourth instance without any responsibility for the consequences."
