I Propose to Abandon the Imitation of Struggle and Engage in Dialogue with Baku: Samvel Babayan

Former Secretary of the Security Council of Artsakh, Samvel Babayan, has issued a statement: “The most commonly used word in Artsakh is ‘struggle’. Various approaches to struggle are being proposed. I suggest moving away from slogan-based politics, abandoning the imitation of struggle, and transitioning to practical engagement.

As the leader of the parliamentary second force, I specifically propose the following practical and legal steps:

• To create a climate of mutual trust through dialogue between Stepanakert and Baku.
• To appeal to the UN to ensure an internationally guaranteed peacekeeping mandate in Artsakh.
• To request the UN to reconsider Azerbaijan's membership based on the territories that were accepted by the UN.
• To address the Russian Federation as the successor to the USSR to resolve the situation surrounding Artsakh.
