Damage Caused to Artsakh During the Blockade: Information Headquarters

The Information Headquarters of Artsakh has presented the statistical updates for the day.

Due to the suspension of planned surgeries in all healthcare facilities in Artsakh, approximately 1,640 citizens have been deprived of the opportunity to resolve health issues through surgery, with a recent increase of around 30 cases over the last four days.

To date, 620 patients have been transferred from Artsakh to Armenia under the auspices and accompaniment of the International Committee of the Red Cross (ICRC), with an additional 70 under the escort of Russian peacekeepers for necessary medical treatment. Transfers were suspended for nearly a month due to additional obstacles raised by Azerbaijan against the ICRC's activities in May, resuming on June 25 but halting again on July 10.

As a result of the blockade, approximately 3,900 individuals, including 550 children, have been unable to return to their homes, some of whom have already returned with the support of the Red Cross and Russian peacekeepers.

No citizens have freely traversed the Stepanakert-Goris highway (Lachin corridor), and cases of bilateral movement have decreased by about 211 times, with the limited movement only occurring with the aid of the Red Cross and Russian peacekeepers (2,540 entries and exits over 219 days compared to the expected 536,550). In the last four days, there have only been 19 recorded cases of citizens entering and exiting, solely through ICRC mediation.

No vehicles belonging to Artsakh citizens have crossed the blocked road, and overall vehicle movement has been nearly 69 times lower than it would have been without the blockade (2,923 entries and exits over 219 days compared to 201,480). This means that in the last four days, only 3 vehicle movements have been recorded, facilitated by the Red Cross.

About 15 times fewer vital goods have been imported solely by the Red Cross and Russian peacekeepers than would have been under normal circumstances (5,715 tons instead of approximately 87,600 tons over 219 days, with zero tons in the last four days).

During the blockade, Azerbaijan has fully or partially interrupted the gas supply from Armenia to Artsakh for a total of 152 days and electricity supply has been completely disrupted for 190 days. This has led to daily rationing and additional emergency outages, along with the closure or reduction of operations for many establishments.

860 businesses (20.1% of the total) have suspended operations due to the impossibility of functioning under the blockade, while the remaining businesses operate at reduced capacity or with state support.

Due to the blockade and disruption of essential infrastructure, approximately 11,000 people have effectively lost their jobs and sources of income since the start of the blockade (including temporary preservation of jobs with state support), representing more than 50% of the private sector workforce.

Construction works have ceased on 32.6 kilometers of roads, dozens of kilometers of water pipelines, irrigation systems for thousands of hectares of land, 3,717 residential units, and over 40 social and production infrastructure projects.

During the blockade, the economy of the Republic of Artsakh has suffered damage amounting to approximately $416 million, leading to a shortfall of about 46% in the forecasted annual GDP figure ($903 million).
