During a session of the investigative commission examining the circumstances of the 44-day war, a question was raised about why regular mobilization was halted during the war: "I know that the information was published by the same person, Movses Hakobyan, claiming that I ordered the mobilization to be stopped. There is no such thing. There is a different process. It has been revealed that according to our legislation, those discharged from the army are not subject to conscription for two years. I find this illogical because those recently discharged from the army should, in principle, be the most combat-capable part of our mobilization resources, and there are people who, according to our regulations and laws, are not subject to conscription, are not assigned, are not in need of positions, and are not drafted; they could have the opportunity to enlist voluntarily," said Nikol Pashinyan.
