Finally, it was stated that there were limitations regarding the use of "Iskanders": Ioannisyan

“I am glad that finally (in the parliamentary investigative committee) it was mentioned that there were limitations regarding the use of 'Iskanders.' Although Prime Minister Pashinyan did not elaborate, we all understand that the limiting factor was not Mauritania or Tajikistan,” wrote Daniel Ioannisyan, program coordinator of the IKM.

“The limiting factor was Russia, which provided us with the missiles (I am not sure if it is appropriate to use the term 'sold'). Moreover, if it weren't for this limitation set by the Russian side, we could have struck Ganja airport with the 'Iskanders' instead of the less precise 'Scuds', resulting in a miss and hitting a civilian building instead of the military airport,” he added.

It is noted that during the parliamentary investigative committee, Prime Minister Nikol Pashinyan stated that there were military equipment regarding which the rights did not fully and completely belong to Armenia.
