“For the first time on October 13, 2020, I asked the Russian President to answer the following direct question, free of ambiguities: what should I do to establish a ceasefire and stop the war? I had a more detailed discussion about this question with him on October 16.

Putin expressed the opinion that it was possible to discuss stopping the war in exchange for the return of five regions, without any clarification on the status of Nagorno-Karabakh. That day, we agreed to instruct our teams to work on crystallizing the idea. On October 17, Macron told me that Aliyev was ready to establish a ceasefire without preconditions, and I agreed, after which a statement was made... Despite the statement, a ceasefire was not announced on October 18.”
