Psychological Examination Assigned for Minor Beaten by Dilijan Police Chief

A psychological examination has been appointed in the case of a minor being beaten by the police chief of Dilijan at one of the restaurant and hotel complexes. This was confirmed by Gor Abrahamyan, spokesperson for the Investigative Committee, in a conversation with NEWS.am.

Recall that armlur.am published a video showing how Arsen Gaytamazyan, the police chief of Dilijan, attacked a 16-year-old young man at the restaurant and hotel complex. The incident occurred on April 10.

The Prosecutor's Office has reported that public criminal prosecution has been initiated against Gaytamazyan under Article 196, part 2, point 3 of the Criminal Code (causing physical pain or severe mental suffering to a minor), for incident that took place on April 10, 2023, around 11:30 PM, while in “Haghartsin” restaurant and hotel complex in the Dilijan region, he entered into an unfounded argument with restaurant employee, minor A.A., and inflicted multiple blows to A.A.'s head and various parts of his body, causing severe physical pain.

The spokesperson for the Investigative Committee stated that on May 10, a criminal case was initiated under Article 195, part 2, point 3 of the Criminal Code (physical influence on a minor). The young man, born in 2006, has been recognized as a victim.

During the pre-investigation phase, the police chief submitted a petition to the conducting body, expressing that he fully regrets his actions, met with the victim, and apologized, stating he is also willing to apologize to the parents of the victim, acknowledging and realizing that he exhibited inappropriate behavior and requesting that public criminal prosecution not be initiated against him based on sincere remorse.

Sincere remorse, meaning non-rehabilitative grounds, was accepted for not initiating criminal prosecution. An internal investigation was launched on April 14 by the Internal Security Department of the Ministry of Internal Affairs, confirming the above fact. His service duties have been temporarily suspended since May 5, and the documentation obtained during the internal investigation has been sent to the Prosecutor General's Office of Armenia.
