VIDEO: I Am Ready to Apologize, Kyaramyan on the Incident Involving the Head of Dilijan Criminal Police
The head of the Investigative Committee of Armenia, Arghishti Kyaramyan, announced in the National Assembly that, from a legal perspective, the law provides a possibility to be exempted from criminal liability based on genuine remorse if a person has committed a minor or medium-level offense for the first time.
According to the head of the Investigative Committee, although this possibility exists, it is discretionary and does not correspond to the decision made by the Investigative Committee. "I know that this phenomenon has received a negative reaction among the public, and in this regard, I am ready to apologize to those who have been disappointed by the work of the law enforcement system due to this incident," Kyaramyan stated, adding that the Prosecutor General's Office shares this view, and the supervising prosecutor has already annulled the decision made.
It is worth noting that on June 1, a video was circulated showing Dilijan's criminal police chief, Arsen Gaitmazyan, beating a 16-year-old youth at a restaurant and hotel complex. The incident occurred on April 10. Later, the Investigative Committee also reported that the head of the Dilijan Criminal Police had met with the victim and apologized, expressing his willingness to apologize to the victim's parents as well. He fully understood and acknowledged that he had exhibited inappropriate behavior and requested that public criminal prosecution not be initiated against him based on genuine remorse.
