Failure to Prosecute the Head of Dilijan's Police Department is a Disgrace: Ioannisian
The head of the 'Informer Citizens’ Union' NGO, Daniel Ioannisian, made a Facebook post stating:
“The beating of a minor server by the head of the Criminal Investigation Department of the Dilijan Police in exchange for a payment demand, and the subsequent failure to prosecute that officer, is a disgrace. 'Informer Citizens’ Union' will send letters to the prosecutor’s office, the Human Rights Defender, the Investigative Committee, and the Ministry of Internal Affairs tomorrow morning. We will try to understand why the police officer who assaulted the minor server has been exempted from criminal prosecution, how lawful this is, whether this person still works within the police system, and what can be done to resume criminal proceedings against him.”
It is noteworthy that a video has circulated showing Arsen Gaytmzian, the head of the Criminal Investigation Department of the Ministry of Internal Affairs in Dilijan, beating a 16-year-old boy. He later apologized to the server and requested that no public criminal prosecution be initiated against him on the grounds of genuine remorse.
