Humanitarian Cargo and Fuel Imports to Artsakh Completely Disrupted: State Minister

The State Minister of the Republic of Artsakh, Gurgen Nersisyan, held a consultation on April 25, concerning the humanitarian issues arising from the recent installation of a checkpoint by Azerbaijan along the Artsakh-Armenia border (in the Lachin Corridor).

The State Minister emphasized that as a result of the current situation, humanitarian cargo and fuel imports have been completely disrupted, causing additional difficulties and limitations in meeting the needs of the population. He specifically noted, "The additional restrictions imposed by Azerbaijan have made even the minimum volume of vital goods impossible to import. As a result, we have been unable to supply even the volumes outlined in the vouchers within the specified timeframe, which is why we will extend the validity of these vouchers, allowing our citizens to take advantage of this opportunity."

Addressing the transportation by the International Committee of the Red Cross, the Minister announced that these operations have also been suspended for the third day, adding that further clarifications are needed regarding the principles of urgent transportation of citizens of the Republic of Artsakh through the Red Cross and Russian peacekeepers, and that information will be provided as soon as new updates are available.

Mr. Nersisyan drew attention to the acute humanitarian problems faced by residents of four communities in the Shushi region, as they are blockaded on both sides near the checkpoint located at the Shushi and Hakari Bridge areas. He stated, "During these days, we all need to perform our work with heightened readiness and vigilance, around the clock and in an operational mode. And when there is specific and clear information, it is essential to appropriately inform the public, as naturally, in this situation, our society is awaiting information and clarifications. On the other hand, it is important for citizens to approach the created situation and the uncertainties formed with understanding, as this is why we are unable to provide sufficient information in order not to expose ongoing processes to additional risks," said Mr. Nersisyan.

The State Minister also addressed the issue of product quality within the voucher system, noting that in order to exclude this and other issues, a decision has been made to abandon the so-called tender system for food supplies, which will be completely administered by the state, as the private business sector has failed to fulfill its responsibilities diligently in this regard.

During the consultation, a wide range of issues aimed at enhancing the effectiveness of social support programs was also discussed, to which the State Minister emphasized, "It is necessary to take clear steps toward creating databases, and until then, government decisions should be framed in such a way that they can be quickly organized for practical application. As a result of our discussions surrounding social programs, we have concluded that it is necessary to provide financial assistance to all individuals without work and income, and I expect your views on this."
