Azerbaijani and Armenian Border Guards Have Different Capabilities: Vartanessyan

'The Azerbaijani border guard force is a separate army, the second army of Azerbaijan; they are numerically superior, have heavy equipment, artillery, and their own aviation—a mini-army. Aliyev is creating a separate army to prevent the concentration of power in one place that might threaten his rule, whereas our border guards lack such skills and numbers. Armenian border guards used to maintain peaceful borders, but now a frontline has formed, and they will be deployed with unprepared personnel gathered under the guise of training exercises without the appropriate resources.'
