Putin Orders the Dismissal of Alexander Chupriyan from Deputy Chief of the Ministry of Emergency Situations
The President of Russia, Vladimir Putin, has dismissed Alexander Chupriyan from the position of First Deputy Chief of the Ministry of Emergency Situations. The decree was published on the official legal information internet portal.
According to the document, 'Internal Service Lieutenant General Alexander Petrovich Chupriyan has been relieved of his duties as First Deputy Minister for Civil Defense, Emergency Situations, and Disaster Management.'
The decree takes effect from the date of signing, which is March 29.
It was reported by RBC on February 14 that Chupriyan intended to resign in March after the end of his contract. Sources indicated that the First Deputy Minister announced his decision during the last conference.
According to RBC sources, one of the reasons for Chupriyan's departure is the reform of the EMERCOM ‘Tsentrspas’ unit, initiated by the former head of the department, Evgeny Zininchev, who died on September 8, 2021. The reform aimed to transform the unit into an entity that would provide commercial services in addition to government tasks. In December 2021, Chupriyan described the reform as 'diluting the spirit of rescuers.'
The publication also claimed that the main candidate for the position of First Deputy Minister is Daniil Martinov, an advisor to the head of the department, who has held the position since 2022. In 2012, Martinov was responsible for the security of Chechnya's leader, Ramzan Kadyrov, and in 2013 was appointed Kadyrov’s assistant in the energy sector. Since 2017, Martinov has served as the Deputy Head of the Federal Service for National Guard Troops in Chechnya.
Alexander Chupriyan has been in charge of the EMERCOM Northwest Regional Center since 2005, appointed Deputy Head of the Directorate in 2006. Since June 2018, he has served as First Deputy Minister. After the death of former EMERCOM head Evgeny Zininchev in September 2021, Chupriyan was appointed Acting Minister for Emergency Situations, a position he held until May 2022.
