Question of Changing the President of Artsakh Postponed
The newspaper "Hraparak" reports: "The National Assembly of Artsakh has approved the draft amendment to the Constitution in its second reading, concerning the election of the country’s president by the parliament if the position is left vacant during a state of emergency. The draft has been sent to the Supreme Court of Artsakh, which will determine whether the mentioned amendment complies with the Constitution.
According to the law, the high court has between 10 days to 6 months to present its opinion. This means that the question of changing the president of Artsakh is postponed for at least half a year. However, it is not excluded that the Supreme Court may provide its conclusion earlier, and the draft will be put to a vote in parliament sooner than expected."
